While the low HP Pikachu cards usually do not have much of an impact on the format, the ex version does, and Pikachu ex is an integral part of one of the best decks of the current format because it is incredibly difficult to knock out, and it can deal 300 damage consistently when paired with cards like Crispin and Sparkling Crystal
