So knowing this about the first two Pokemon in this line and looking at this specific Kingdra card, the only way I would consider using this card is to make sure you have plenty of energy cards in your deck, that way it won't hurt you much going through so many energy cards using Dragon Blast every turn, or figure out a way to get the energy cards from your discard pile back into your hand
