The spike is largely due to its synergy with Sephiroth, Fabled SOLDIER, where the hordes of temporary Zombie tokens it produces create a cascade of death triggerspotentially enough to wipe the entire table in a single turn cycle
Even without changing the rules for phasing much, it turned out to have very relevant advantages in the modern Commander metagame

A few things I think could make this go from a 4 to a 5 are adding a "NEW" mark when you pull something you don't have, an actual numbered list in the sets to see the missing spots of your collections, and perhaps an actual incentive to ranking up your badge for each set
