I'd be willing to bet for a child or grandchild--and all signs are that it was much loved and played with

and was probably made as a weight of some sort (it resembles some mat weights and scroll weights

with just a but of separation between the board and wire along the bottom on the brown one

I'm not sure what sort of office the sign was associated with, but did look up the number, which (with a 518 area code) appears still to be in use, associated now with a residential address on Defiance Street (which seems perfectly right!) Located in the Adirondacks
